Reconnecting Fairview Corridor Plan

Neighborhood Revitalization through Community-Led Solutions to Reimagine the Gambell-Ingra Street Corridor

On February 28th, 2023, the Fairview community was awarded a Reconnecting Communities Pilot Program Grant from the U.S. Department of Transportation. This is the first-ever Federal program to reconnect communities previously cut off from economic opportunities by transportation infrastructure.

In late 2024, NeighborWorks Alaska and the Fairview Community Council kicked-off the formal planning process to create a Reconnecting Fairview Corridor Plan. With the consultant team, Arup, we are moving forward to create and finalize a plan by Fall 2026.

Our Plan

Development of the Reconnecting Fairview Corridor Plan will include the following efforts between now and Fall 2026 to facilitate community-led solutions to reimagine the Gambell & Ingra Street Corridor:

  • Community Engagement events, workshops, digital surveys, walk audits, and other opportunities to inform Plan development that promote community building, trust, transparency, and long-term empowerment amongst Fairview community members.
  • Existing Conditions analysis to understand how current transportation infrastructure, travel demand, land use, economic conditions, and other community needs inform gaps and opportunities for the Plan to address.
  • Visioning for Future Conditions by encouraging economic revitalization, local innovation, streamlined development, and other policy and design recommendations that support Fairview’s unique Winter City community and aspirations.
  • Multimodal Travel Demand analysis to ensure proposed solutions reflect safe, accessible, and reliable transportation choices that are aligned with community needs and industry best-practices.
  • Conceptual Design plans that promote safer, vibrant, activated, green streets focused on transforming Gambell, Ingra, and Hyder Streets.
  • Policy Recommendations and Implementation to ensure that Plan adoption includes clearly defined roles, responsibilities, and priorities for next steps.

Our Schedule

The Reconnecting Fairview Corridor Plan kicked off in Winter 2024-2025, and is expected to conclude in Fall 2026. The activities and timeline are subject to change. Key Milestones include:

  • Spring 2025 existing conditions
  • Summer 2025 start conceptual design
  • Fall 2025 draft conceptual design
  • Spring 2026 final conceptual design
  • Summer 2026 draft Plan for input
